To boot into Safe Mode on Windows 8, follow these steps:
Access Settings : Press Windows + I to open the Settings menu, then select "Change PC settings."
Recovery : Click on "Update and Recovery," then select "Recovery."
Advanced Startup : Under the "Advanced startup" section, click "Restart now."
Troubleshoot : After your PC restarts, select "Troubleshoot," then "Advanced options."
Startup Settings : Choose "Startup Settings" and click "Restart."
Choose Safe Mode : Once your PC restarts again, you'll see a list of options. Press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking.
Your computer will now boot into Safe Mode!
